The gameplay is not normal concerning running around in towers like in the video, as it creates nervous behaviour. I hear a lot of complaints every time again. Players are playing pvp with the best intentions, only running around blindlessly is something that goes beyond any superlatives. The possibility to whisper opponents might then be the root cause of false accusations. This game also has no option to ignore whispers from the opposite sites. The remaining whispers could then be taken more seriously as they are from the same alliance.

Technically you could, but that’s precisely what I would prefer to avoid - expanding the definition to the point that all nuance is lost. Behavior you refer to could be defined as rogue (corrupt, dishonest), and it does belong in warfare, whether we like it or not. Any player can engage in it at any time. Cheating I would prefer to reserve for those instances where players use 3rd party software etc. to gain an unfair advantage that cannot be gained in game, and most players don’t have access to.
Although I agree with @Joy_Division that cheating stems from human psychology, I believe also that imprecise terminology (like having too many meanings attached to one term) further complicates the discussion and hinders solutions. And it might lead to harmful and baseless cheating accusations.

In all honesty though, I spent 2 entire years trying to get good at making pvp builds. The problem is that there are a lot of people out there showing garbage builds or pretending they update their builds at each patch even though, in hindsight, it's obvious they haven't been updated since hybridization (*cough cough* Alcast *cough cough*).
There are just so many different builds you can make, so many obscure passives that matter a lot (I've only started using heavy/medium/light armor like a year ago because I didn't understand the undaunted passive), so many traits and enchants, that new players have to look at what other people are using to get an idea of what gear is good.
The problem here is that there are a lot of people who act like they know what they're talking about but end up leading players such as me to use outdated stuff. And how do you know if they're good or not when you don't know anything about the game ? You can't.. My first pvp build was a magdk using bright throat's boast xD (thanks again Alcast). At least someone in Bergama instantly told me it was ass
If only someone was there to tell me to just slot RC/Essence thief/Balorgh I wouldn't have had to spend those 2 years experimenting with different builds and looking at dozens of different build creators to see if they know what they're doing or not
My mythic was not equipped any longer, I found out later, and my netch did not come up. So I missed quite some WD/SD. No one has noticed that. Exactly the los was draining my magicka. Just a demonstration that those tanky running builds don’t belong in a pvp setting. Bro is on a 3k spell damage build with no spammable, hitting 1 damage skill every 4 seconds because he's out of mag, while the person he is chasing is focused solely on surviving/running.

Clean the attic. Too many sets leading to Information overload. Current rewards in old zones are not needed any longer. 50 active sets are enough. Divide set pieces over multiple zones. This is a fair criticism of the experience of a new pvper. I agree that it can be overwhelming for new players to learn.
In the past my suggestion would have been to join a theory crafting discord. A couple years ago I saw many new players getting helped in discord that belong to people like no1else, godzilla, kenta etc.
Unfortunately, a lot of those players no longer play and so the discords are not very active. I don't really think there is a very active discord for such thing these days.

Let’s not avoid the nuances. In Cyrodiil we have visible cheats till baseless accusations of cheating, in a very broad spectrum, and for more then one reason, as this thread has shown. To summarize I can now divide cheating in hacking, exploiting, benefits and perception. Hacking is visible (@Rouge_Coyote #127 and @Telel #178) and has the highest level and is easy to report. Unsportsmanlike behavior is exploiting the situation to your advantage because the game invites it (@SpiritKtten #182, @Arrow312 #50 and some more). Then benefits by third party (@Aces-High-82 #91 #155) software or telecommunication are difficult to tackle, but they exist. Finally perception which mainly comes from too many possibilities and unbalances in the elaborate process of creating a tune. Not everyone has the same connections or can find enough time for more and more changes and that give pressure on the psyche. It is all explainable. This is also why Vengeance was so relaxing.
